West Palm Beach City Commission Meeting and Community Redevelopment Agency (CRA) Approvals and Decisions

WEST PALM BEACH, FL (DATE) – Below is a summary of the approvals and decisions made by the City Commission meeting on Monday, April 3, 2023.

MAYOR’S OFFICE – Presented a proclamation setting the week of April 9-15, 2023 as National Public Safety Telecommunications Week. The proclamation was presented to Suzette Dodd, Telecommunications Manager at the West Palm Beach Police Department.

COMMUNITY REDEVELOPMENT AGENCY (CRA) – Approved two resolutions, the first for a sixth amendment to the interlocal agreement between the City and Community Redevelopment Agency and the CityPlace Community Development District relating to expenditures of increased increment revenue and approving a second amendment to the right-of-way improvement and maintenance agreement; approved a resolution approving an agreement between the City, CRA and 300 Banyan, LLC for the construction of City improvements in a portion of 300 block alley located between Banyan Boulevard and Clematis Street.

DEVELOPMENT SERVICES – Approved a resolution allocating $50,000 from the Public Art Reserves toward the continuation of “Aqua di Vida: a Stormwater Awareness Campaign;” approved a resolution for proposed art concepts for 300 Banyan Boulevard and 111 S. Olive Avenue by Brand Atlantic Real Estate Partners; approved a resolution to create the “Face of the City, the Storm of ’28 Memorial Park Monument” at The Storm of (19)28 Memorial Park, 924 25th Street funded by the Frisbie Group;  approved an ordinance on first reading after a public hearing amending the City Code for the Community Service Planned Development (CSPD) District to modify the language regarding the permissible location and required underlying zoning; approved a resolution after a public hearing to abandon and vacate a portion of the alleyway between South Rosemary Avenue, Evernia Street, Fern Street and the FEC railroad; approved an ordinance on first reading after a public hearing  designating the Bowser Inn, 311 North Sapodilla Avenue for the West Palm Beach Register of Historic Places; approved an ordinance on first reading and after a public hearing for a major amendment to the CityPlace Development of Regional Impact (DRI) section 3.20 Conversion of Uses for ordinance 4412-12; approved a resolution for the abandonment of a portion of the public alley right-of-way between 25th Street to the north, 24th Street to the south, Spruce Avenue to the east and Broadway to the west; approved a resolution for the construction of an eight-story mixed use building with 270 multifamily residential units, including Workforce Housing, located on Spruce Street between 24th Street and 25th Street,

ENGINEERING – Approved a resolution for a custom work agreement with AT&T Southeast to move overhead lines to underground within the Tamarind Avenue Improvement Project; approved a resolution with the Icon Marina Village project regarding maintenance of the seawall at 4444 / 4334 / 4328 N. Flagler Drive.

HOUSING and COMMUNITY DEVELOPMENT – Approved a resolution with Workforce Housing Grant Agreement with Northwood Partnership LLP development of a 270-unit multifamily, mixed-income development known as “The Spruce;” approved a resolution for a funding resolution agreement with the  West Palm Beach Community Redevelopment Agency (CRA) to fund a workforce housing grant for $2.5 million for the project known as “The Spruce;” approved a grant agreement with the Police Athletic League of West Palm Beach for $100,000 to fund operational costs supporting crime prevention and other PAL goals;  

PARKS and RECREATION – Approved a resolution accepting and appropriating $3,250 from Prime Time of Palm Beach County, funded by the Children’s Services Council, in recognition of the after-school programs at Vedado Park, Gaines Park and South Olive Park completing the Quality Improvement System (QIS) core quality practices;  approved a special event license agreement with Upscale Studio, Inc., for the “Gentleman’s Flavor” on Saturday, June 17, 2023 and issuing a permit for the sale, possession and consumption of alcoholic beverages at the event.

POLICE DEPARTMENT – Approved a resolution authorizing the submission of an application to the Florida Department of Transportation (FDOT) for $100,000 to fund the Police Department’s Occupant Protection Program (a seatbelt and child restraint device program).

Below is a summary of the approvals and decisions made by the Community Redevelopment Agency (CRA) meeting on Monday, April 3, 2023.

Approved a resolution authorizing a TDR sale and purchase agreement with WPB Fern Holdings, LLC for the sale of transferable development rights at 311 North Sapodilla Avenue; approved two resolutions, the first for a sixth amendment to the interlocal agreement between the City and Community Redevelopment Agency and the CityPlace Community Development District relating to expenditures of increased increment revenue and approving a second amendment to the right-of-way improvement and maintenance agreement; approved a resolution approving an agreement between the City, CRA and 300 Banyan, LLC for the construction of City improvements in a portion of 300 block alley located between Banyan Boulevard and Clematis Street
