City Commission, Special CRA Meetings approvals and decisions for April 17, 2023

West Palm Beach City Commission Meeting and Special Community Redevelopment Agency (CRA) Meeting Approvals and Decisions

WEST PALM BEACH, FL (04-17-23) – Below is a summary of the approvals and decisions made by the City Commission meeting on Monday, April 17, 2023.

MAYOR’S OFFICE – Presented a proclamation designating April as Water Conservation Month.

DEVELOPMENT SERVICES – Approved an ordinance on second reading after a second public hearing amending the special districts section of the Community Service Planned Development District to modify language regarding the permissible location and required underlying zoning; approved an ordinance on second reading after a second public hearing designating the Browser Inn, 311 North Sapodilla Avenue, on the West Palm Beach Registry of Historic Places; approved an ordinance after second hearing for a major amendment to the CityPlace Development of Regional Impact (DRI) conversion of uses ordinance; approved a resolution for a Class A Special Use Permit to allow proposed improvements to an existing dock at 7301 South Flagler Drive; approved a resolution for a class A Special Use Permit to allow improvements to an existing dock at 222 Arlington Road.

FINANCE – Approved a resolution approving the federally funded sub-award and grant agreement with the Florida Division of Emergency Management to accept a grant of $33,411 as reimbursement of eligible costs to the City resulting from Hurricane Ian; approved a resolution authorizing an amendment to the General Waterfront Real Estate Management and Capital Acquisition Fund budgets recognizing transfers to the Community Redevelopment Agency (CRA) to provide funds for police e-bikes and golf carts, a Waterfront Summer Jazz Series, Seaboard Train Station repairs and engineering consulting services.

HUMAN RESOURCES – Approved two resolutions, the first authorizing contract for master property insurance water system property insurance, excess liability insurance, excess workers’ compensation insurance, crime insurance and miscellaneous insurance policies for 2023-2024; and the second approving the self-insurance fund balance dollars to provide appropriations for the increased general liability insurance.

PUBLIC UTILITIES – Approved a resolution authorizing the Mayor to execute an agreement with Palm Beach County for the Low-Income Household Water Assistance Program (LIHWAP).

Special Community Redevelopment Agency (CRA) Meeting Approvals and Decisions

Below is a summary of the approvals and decisions made by the Community Redevelopment Agency (CRA) meeting on Monday, April 17, 2023.

Approved two resolutions regarding The Spruce residential development, the first authorizing an interlocal agreement between the City of West Palm Beach and West Palm Beach CRA for grant funding and the second approving a Tax Increment Incentive agreement related to The Spruce mixed-use project including workforce housing.

Approved a resolution adopting amendments to estimated expenses for Fiscal Year 2023 in the Downtown/City Center District.

Approved a resolution adopting amendments to estimated expenses for Fiscal Year 2023 or the Northwood/Pleasant City District.
