Final public notice for South Dade Landfill repairs

The Federal Emergency Management Agency (FEMA) has received the subgrant application for Miami‐Dade County’s South Dade Landfill repairs due to damages in Hurricane Irma (DR‐4337‐FL PW 7507). Pursuant to Executive Order 11988 and 44 CFR Part 9.12, final notice is hereby given of FEMA’s intent to provide funding for this project under the Public Assistance (PA) Program.

An initial disaster‐wide Public Notice was published October 6, 2017 for Hurricane Irma. Comments and other information received were fully evaluated by FEMA along with evaluation of social, economic, environmental, and safety considerations. This notice serves as a project‐specific final notice for FEMA’s funding action located within the floodplain.

Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state and local laws, regulations, floodplain standards, permit requirements and conditions. This action complies with the National Flood Insurance Program (NFIP) requirements.

Location of Proposed Work: 23707 SW 97th Avenue, Homestead, Florida 33032 (25.54258, ‐80.34354)

Floodplain: Project is located in Zone AE per Miami‐Dade County FIRM Panels #12086C0611L and 12086C0612L, dated 09/11/2009.

Proposed Work and Purpose: Miami‐Dade County will replace a total of 1,180 SF of aluminum panel siding, a light pole and associated lamp, 2,650 SF of roof, 20 ceiling tiles, 2 light covers, 2 ceiling mounted light fixtures, 156 SF of stucco ceiling, and 680 SF of wall at the Shredder Building Office and maintenance shed; 780 SF of roof at the Incinerator Building; 2 gate operators with traffic control lift arms and a wall‐mounted floodlight at the Scale House; and 8,148 CY of crushed lime rock cover at the South Dade Landfill to repair the facility back to pre-disaster condition.

Project Alternatives: The alternative that has been considered is the no action alternative. This alternative is not feasible as the area will remain vulnerable to flood risk, including property damage and hazards to human life and safety due to the exposed portion of the covered landfill. With the no action alternative, continued negative impacts on adjacent infrastructure, property, residents, and the community may be experienced. Alternate locations were not considered as the cost to relocate the existing landfill facility is not practicable at this time.
